Yesterday we attended the graduation of the first class of the Goldman Sachs 10,000 Small Businesses program at LaGuardia Community College. It was an amazing event to be a part of, and incredible to see the graduates in action and our work come to fruition. Public Works assisted LaGuardia to design the concept and then the program, working with Goldman Sachs, the Wharton School, and the Initiative for a Competitive Inner City to get this innovative project up and running. And Valerie Jarrett and Warren Buffett were on hand to speak and congratulate the graduates!

Nicholas Kristof, in today's New York Times, wrote an editorial about how EDUCATION and JOBS are the ticket out of poverty. Read it here . This is an idea that Public Works believes in and works to support in every project that we do. But as Kristof points out, it has to be QUALITY education, and we might add that is has to be QUALITY jobs. One of the biggest struggles of workfoce development is getting jobseekers into good jobs, that give them a measure of stability and a living wage. Businesses want employee retention so their businesses can thrive and grow. This is critically important in customer service jobs, where knowledge of the product and the customer base enables a worker to make more sales. Yet customer service jobs are often at the bottom of the pay scale and have undefined career growth potential. There is a sweet spot where a business can make a profit and retain workers with a living wage. We are working to find it.

ITAC Manager of Workforce Initiatives ITAC is an economic development organization that provides business management services, technology assistance and programs to manufacturing and technology firms in New York City to help them start up, grow, and/or become more profitable and competitive. We are currently seeking a Manager of Workforce Initiatives to launch & manage initiatives to meet the skill needs of local manufacturers. He/she will provide the management and vision necessary to ensure that the program develops and implements effective strategies, meets quantitative and qualitative goals, recruits and manages staff, and interfaces appropriately with other programs, partners, stakeholders and funders. He/she will be a key member of the management team, reporting directly to the President of ITAC and managing independent relationships with the board, funders, clients and the public. The successful candidate will be highly self-motivated, dedicated to our mission and capable of developing and implementing major programmatic initiatives. It is expected that the incumbent will have a highly professional demeanor but will be friendly to all. He/she will have to have strong motivational skills, flexibility, self-confidence and be able to demonstrate the ability to handle multiple pressing priorities. Some of the major duties/responsibilities include: • Recruitment/leadership of the workforce team • Staff management for large team in a stand-alone program and facility • Administration of funding contracts to meet outcomes and ensure proper reportage • Oversee ongoing services/develop initiatives • Develop/maintain relationships with all relevant stakeholders/clients Our ideal candidate will have a BA/BS Degree in allied or similar field of study, (Master’s degree a +); minimum 5-7 years progressively responsible supervisory experience in workforce development (previous program management experience a strong plus). Experience in a manufacturing environment strongly preferred. Bi-lingual (Spanish or other) capability desirable. Proficient in current MS Office Suite applications. We are happy to announce a new client, the Metropolitan Council on Jewish Poverty: www.metcouncil.org. Celeste Frye and Alinda Franks are working with the Met Council COO and Career Services division to assess and reorganize the staffing structure for their workforce development programs. Met Council has a number of exciting new programs that require expanding its capacity to provide workforce services. To date, we have produced best practices research, a work flow analysis and a recommended staffing plan. Our next steps are to develop new job descriptions and assist Met Council to roll out the new structure to staff.

Public Works has a new project with Seedco (www.seedco.org), working with Scott Zucker, fellow management consultant extraordinaire, to assist with Seedco's Memphis welfare-to-work contract. Seedco's Memphis office has a five-year, $116 million contract with the Tennessee Department of Human Services to assist public assistance recipients in finding training and employment. Scott and Celeste are analyzing 2008 performance data to help Seedco increase its performance-based payments and to make policy and documentation recommendations to the state. The project combines financial analysis and policy/program work - so it really plays to the strengths of Public Works. And the blues and the barbecue are great in Memphis!
